证券及期货事务监察委员会（证监会）于 1989 年成立，是一个负责监管香港证券及期货市场的独立法定机构。
《证券及期货条例》及附属法例赋予证监会调查、纠正及纪律处分的权力。本会独立于香港特别行政区政府运作，而经费主要来自交易征费及牌照费用。

在1974年以前，香港的证券及期货市场基本上没有受到正式的监管。直至1973年爆发股灾，政府遂于翌年制订规管证券及期货业的法例。根据有关法例，证券及商品交易分别由两个非全职的监察委员会负责监管。
1987年再次爆发股灾，促使当局成立证券业检讨委员会，并由特许会计师戴维森（Ian Hay Davison）担任主席。该委员会于1988年发表报告，建议在公务员架构以外成立一个法定机构，其主席及其他职位应由专业人员全职担任，并由市场承担主要经费。此外，委员会建议该机构应拥有广泛的调查及纪律处分权力，以便妥善地履行监管职能。
1989年5月，证监会正式成立为独立的法定监管机构。1997年亚洲金融风暴过后，当局为了完善监管制度，作出进一步的检讨。自2003年4月1日起生效的《证券及期货条例》，整合了昔日规管香港证券及期货市场的条例，使相关法例更合时宜。
自1990年代初以来，本会的经费主要来自交易征费及其他收费，无需政府拨款资助。
